As part of the SEEPIA project, the Methodology for Assessing Environmentally Harmful Subsidies has been completed. The methodology provides a framework for the identification, classification, and assessment of environmentally harmful subsidies, as well as for the collection of data required for their analysis and reporting.
The methodology is based on international guidance and relevant European legislative requirements. It focuses in particular on the concept of Do No Significant Harm (DNSH) and sets out a procedure for identifying and assessing environmentally harmful subsidies.
The methodology is intended as a practical tool for preparing harmonised reports and overviews and for supporting discussions on priorities for the reduction and phase-out of environmentally harmful subsidies.
The Methodology (in Czech) is available here.
